Van 8 tot 18 november was ik in Belém tijdens COP-30, waar ik ter plaatse logistieke ondersteuning bood aan Innovasjon Norge en andere Noord-Europese organisaties. Mijn werkzaamheden richtten zich voornamelijk op accommodatie, transport, mediaservices en culturele programmering, evenals samenwerking aan reportages op locatie voor Nederlandse media zoals het NOS Journaal en RTL Nieuws. De aanwezigheid op locatie bood daarnaast een waardevolle inkijk in hoe Brazilië — en in het bijzonder de Amazone — zich positioneerde tijdens een van de belangrijkste mondiale klimaatevenementen van deze tijd.. COP-30 in Belém maakte duidelijk dat de keuze voor een Amazonestad als gastheer geen symbolische beslissing was, maar een strategische. Het bracht mondiale discussies over klimaat, biodiversiteit en ontwikkeling letterlijk naar het hart van het gebied waar deze thema’s dagelijks realiteit zijn.

Belém en Brazilië als gastland

Voor het eerst vond een COP plaats ín de Amazone. Hierdoor werd klimaatverandering geen abstract beleidsdossier, maar iets tastbaars: zichtbaar in het landschap, voelbaar in het klimaat en aanwezig in het dagelijkse leven van de bevolking.

De druk op de stad was groot. Accommodatiecapaciteit, mobiliteit en infrastructuur werden tot het uiterste getest. Toch viel vooral het aanpassingsvermogen op. Lokale instellingen, ondernemers en dienstverleners werkten intensief samen om internationale delegaties, bedrijven en media te faciliteren.

Voor veel Nederlandse en Europese bezoekers was dit de eerste kennismaking met de Amazone. Belém doorbrak bestaande beelden en liet zich zien als een strategische hoofdstad van de regio — relevant voor mondiale gesprekken over duurzaamheid, bio-economie en innovatie.

Braziliaanse oplossingen en de Amazone-bio-economie

Een van de sterkste boodschappen van COP-30 was dat Brazilië zich nadrukkelijk presenteerde als leverancier van oplossingen . Innovatie kwam niet alleen uit laboratoria, maar ook uit lokale kennis, praktijkervaring en eeuwenoude omgang met biodiversiteit.

Wat mij persoonlijk het meest inspireerde, was te zien hoe traditionele Amazonekennis steeds vaker wordt vertaald naar hoogwaardige, schaalbare producten. Noten, planten en bomen uit het regenwoud vinden hun weg naar de cosmetische, farmaceutische en voedingssupplementenindustrie. Dit creëert een ontwikkelingsmodel dat inkomen genereert voor coöperaties en lokale gemeenschappen, terwijl het bos behouden blijft — en in sommige gevallen zelfs wordt hersteld.

Ingrediënten als andiroba, copaíba, murumuru, cupuaçu en cumaru zijn in Nederland nog relatief onbekend, maar worden al toegepast door duurzame cosmeticamerken in Frankrijk, Duitsland en het Verenigd Koninkrijk. Het gaat om biologische, koudgeperste en traceerbare ingrediënten die goed aansluiten bij Europese kwaliteits- en duurzaamheidsnormen.

De uitdagingen zijn reëel: opschaling, investeringen, logistiek en kwaliteitsborging blijven complex. Tegelijkertijd is zichtbaar dat de Amazoniaanse bio-economie een volgende fase ingaat. De opening van het Parque da Bioeconomia e Inovação da Amazônia door de deelstaat Pará markeert deze verschuiving van losse initiatieven naar structurele economische ecosystemen.

Inheemse kennis als strategische factor

COP-30 onderscheidde zich ook door de centrale rol van inheemse vertegenwoordigers. Zij waren geen randprogramma, maar actieve deelnemers aan het kernprogramma — als sprekers, experts en gesprekspartners.

Hun kennis werd gepresenteerd als strategische knowhow: praktisch toepasbare inzichten in biodiversiteitsbeheer, waterhuishouding en veerkracht. Voor veel Europese delegaties bood dit een nieuw perspectief op hoe traditionele kennis en moderne technologie elkaar kunnen versterken.

Cultuur, toerisme en duurzame ontwikkeling

Naast beleid en handel liet COP-30 ook de kracht zien van verantwoord en regeneratief toerisme . Goed ontwikkeld toerisme kan inkomsten genereren voor kleine ondernemers, lokale gemeenschappen en rivierbewoners (ribeirinhos), terwijl het tegelijkertijd cultuur waardeert en het regenwoud intact houdt.

Belém presenteerde zich aan een internationaal publiek dat milieubewust, cultureel geïnteresseerd en gastronomisch nieuwsgierig is. De stad verborg haar uitdagingen niet: sociale ongelijkheid, infrastructuurtekorten en een historisch centrum dat deels renovatie behoeft, waren zichtbaar.

Juist deze eerlijkheid maakte indruk. Veel bezoekers waren geraakt door de kracht van de lokale cultuur, de muziek, de nabijheid van het regenwoud, de creativiteit en veerkracht van de ribeirinhos, de gastronomie en de warmte van de bevolking. Voor velen was dit een eerste kennismaking met de Amazone — en het begin van een duidelijke wens om terug te keren en de regio verder te verkennen.

Van dialoog naar implementatie: kansen voor Nederland

In dit bredere kader vormt het EU–Mercosur-verdrag een belangrijk nieuw hoofdstuk in de relatie tussen Nederland en Brazilië. Wanneer het verdrag in werking treedt, zal het de samenwerking tussen de Europese Unie en Mercosur-landen verder verdiepen. Hoewel het proces binnen de EU nog juridische stappen doorloopt, leeft het onderwerp nu al sterk bij Nederlandse bedrijven.

Voor Nederland liggen er duidelijke kansen in sectoren waar het internationaal sterk in is: landbouw en precisielandbouw, waterbeheer, havens en logistiek, circulaire economie en agrobosbouwsystemen. De Amazone is niet alleen een ecologisch gebied, maar ook een economische regio waar duurzame productiemodellen en infrastructuurontwikkeling samenkomen.

Tegelijkertijd werd in Belém één ding heel duidelijk: wie zaken wil doen in Brazilië, moet het land begrijpen . Succesvolle samenwerking vraagt om aanwezigheid ter plaatse, begrip van regionale verschillen, respect voor lokale cultuur en bij voorkeur ook basiskennis van de Portugese taal. Brazilië is te groot, te divers en te relationeel om vanaf een bureau te doorgronden.

Langetermijnpartnerschappen ontstaan door vertrouwen, persoonlijke relaties en lokale verankering. Bedrijven die bereid zijn te investeren in die kennis — door het land te bezoeken, met mensen te spreken en context te begrijpen — vergroten hun kansen aanzienlijk.

COP-30 liet zien dat Brazilië niet alleen deelneemt aan mondiale discussies, maar deze actief vormgeeft. Met het EU–Mercosur-verdrag, groeiende bio-economie en een open houding richting samenwerking, ligt er voor Nederland een duidelijke kans om zich te positioneren als strategische partner. Entre os dias 8 e 18 de novembro, estive em Belém durante a COP-30, prestando apoio logístico in loco à Innovasjon Norge e a outras organizações Escandinavas. Meu trabalho concentrou-se principalmente em acomodação, transporte, serviços de mídia e programação cultural, além da colaboração em reportagens realizadas no local para veículos holandeses como o NOS Journaal e o RTL Nieuws. Estar presente no local, no entanto, também proporcionou uma perspectiva privilegiada sobre como o Brasil — e, em especial, a região amazônica — se posicionou durante um dos mais importantes eventos globais sobre clima da atualidade.

A COP-30 em Belém deixou claro que a decisão de sediar a conferência em uma cidade amazônica não foi meramente simbólica, mas estratégica. Ela levou os debates globais sobre clima, biodiversidade e desenvolvimento diretamente para o coração de uma região onde esses temas não são conceitos abstratos, mas realidades vividas no dia a dia.

Belém e o Brasil como país anfitrião

Pela primeira vez, uma COP aconteceu dentro da Amazônia. Como resultado, as mudanças climáticas deixaram de ser um tema distante de políticas públicas e passaram a ser algo concreto — visível na paisagem, perceptível no clima e presente na vida cotidiana das comunidades locais.

A pressão sobre a cidade foi considerável. A capacidade de hospedagem, a mobilidade urbana e a infraestrutura foram levadas ao limite. Ainda assim, o que mais se destacou foi a capacidade de adaptação de Belém. Instituições locais, empreendedores e prestadores de serviços trabalharam de forma articulada para atender delegações internacionais, empresas e veículos de imprensa em condições desafiadoras.

Para muitos visitantes holandeses e europeus, esse foi o primeiro contato com a Amazônia. Belém desafiou percepções prévias e mostrou-se não como uma cidade periférica, mas como uma capital estratégica da região amazônica — cada vez mais relevante para debates globais sobre sustentabilidade, bioeconomia e inovação.

Soluções brasileiras e a bioeconomia amazônica

Uma das mensagens mais fortes da COP-30 foi o posicionamento do Brasil como provedor de soluções, e não apenas como um país que enfrenta desafios ambientais. A inovação apresentada não se limitou a laboratórios ou centros de pesquisa, mas esteve profundamente conectada ao conhecimento local, à experiência prática e à relação histórica com a biodiversidade.

O que mais me impressionou pessoalmente foi observar como conhecimentos tradicionais amazônicos estão sendo cada vez mais traduzidos em soluções de alto valor agregado e escaláveis. Castanhas, plantas e árvores da floresta vêm sendo incorporadas às indústrias de cosméticos, farmacêutica e de suplementos alimentares. Isso cria um modelo de desenvolvimento que gera renda para cooperativas e comunidades locais, ao mesmo tempo em que mantém a floresta em pé — e, em alguns casos, contribui para sua regeneração.

Ingredientes como andiroba, copaíba, murumuru, cupuaçu e cumaru ainda são relativamente pouco conhecidos nos Países Baixos, mas já estão sendo utilizados por marcas de cosméticos sustentáveis na França, Alemanha e Reino Unido. Trata-se de insumos orgânicos, prensados a frio e totalmente rastreáveis, alinhados às expectativas europeias de qualidade, transparência e responsabilidade ambiental.

Os desafios são reais. Escalar a produção, atrair investimentos, organizar a logística e garantir padrões consistentes de qualidade continua sendo complexo. Ao mesmo tempo, é evidente que a bioeconomia amazônica está entrando em uma fase mais madura. A inauguração do Parque da Bioeconomia e Inovação da Amazônia pelo governo do estado do Pará sinaliza uma transição importante: de iniciativas isoladas para ecossistemas econômicos estruturados e de longo prazo.

O conhecimento indígena como ativo estratégico

A COP-30 também se destacou pela presença central de representantes indígenas. Em vez de ocuparem apenas espaços paralelos, lideranças indígenas participaram dos debates principais como palestrantes, especialistas e interlocutores estratégicos.

Seu conhecimento foi apresentado não apenas como patrimônio cultural, mas como expertise estratégica — oferecendo insights práticos sobre gestão da biodiversidade, sistemas hídricos e resiliência. Para muitas delegações europeias, isso trouxe uma nova compreensão sobre como o conhecimento tradicional pode complementar abordagens científicas e tecnológicas no enfrentamento dos desafios climáticos.

Cultura, turismo e desenvolvimento sustentável

Para além das agendas de política pública e comércio, a COP-30 evidenciou o potencial do turismo responsável, sustentável e regenerativo. Quando bem estruturado, o turismo pode gerar renda para pequenos empreendedores, comunidades locais e populações ribeirinhas, ao mesmo tempo em que valoriza a cultura local e preserva a floresta.

Belém foi apresentada a um público internacional ambientalmente consciente, culturalmente interessado e atento à gastronomia criativa e à música. A cidade não escondeu seus desafios. A desigualdade social, as lacunas de infraestrutura e um centro histórico que ainda carece de investimentos e restauração estavam visíveis.

Justamente essa transparência causou forte impacto. Quando entrar em vigor, o acordo aprofundará a cooperação econômica, comercial e institucional entre os blocos. Embora o processo ainda passe por avaliações jurídicas no âmbito da UE, o tema já desperta grande interesse entre empresas holandesas.

Existem oportunidades claras em setores nos quais os Países Baixos possuem reconhecida expertise internacional: agricultura e agricultura de precisão, gestão da água, portos e logística, economia circular e sistemas agroflorestais. A Amazônia não é apenas uma região ecológica, mas também um espaço econômico onde modelos sustentáveis de produção e desenvolvimento de infraestrutura se encontram.

Ao mesmo tempo, a experiência em Belém deixou uma mensagem inequívoca: fazer negócios no Brasil exige compreensão do contexto local. From 8 to 18 November, I was in Belém during COP-30, providing on-site logistical support to Innovasjon Norge and other Northern European organizations. My work focused primarily on accommodation, transportation, media services and cultural programming, as well as collaborating on on-site reporting for Dutch media outlets such as NOS Journaal and RTL Nieuws. Being present on the ground also offered a valuable perspective on how Brazil — and the Amazon region in particular — positioned itself during one of the most significant global climate events of our time. COP-30 in Belém made clear that the decision to host the summit in an Amazonian city was not merely symbolic, but strategic. It brought global discussions on climate, biodiversity and development directly into the heart of a region where these issues are lived realities rather than abstract concepts.

Belém and Brazil as Host Country

For the first time, a COP took place inside the Amazon. As a result, climate change was no longer a distant policy discussion, but something tangible — visible in the landscape, felt in the climate, and present in the daily lives of local communities.

The pressure on the city was considerable. Accommodation capacity, mobility and infrastructure were stretched to their limits. What stood out, however, was Belém’s adaptability. Local institutions, entrepreneurs and service providers worked closely together to support international delegations, companies and media under demanding circumstances.

For many Dutch and European visitors, this was their first encounter with the Amazon. Belém challenged preconceived notions and revealed itself not as a peripheral city, but as a strategic capital of the Amazon region — increasingly relevant to global debates on sustainability, bioeconomy and innovation.

Brazilian Solutions and the Amazon Bioeconomy

One of the strongest messages to emerge from COP-30 was Brazil’s positioning as a provider of solutions, not only as a country confronting environmental challenges. Innovation was not confined to laboratories or research centers, but deeply connected to local knowledge, practical experience and long-standing relationships with biodiversity.

What personally impressed me most was seeing how traditional Amazonian knowledge is increasingly being translated into high-value, scalable solutions. Nuts, plants and trees from the rainforest are finding their way into the cosmetics, pharmaceutical and food supplement industries. This creates a development model that generates income for cooperatives and local communities, while keeping the forest standing — and in some cases actively contributing to its regeneration.

Ingredients such as andiroba, copaíba, murumuru, cupuaçu and cumaru are still relatively unfamiliar in the Netherlands, yet they are already being incorporated by sustainability-driven cosmetic brands in France, Germany and the United Kingdom. These organic, cold-pressed and fully traceable ingredients align well with European expectations around quality, transparency and environmental responsibility.

The challenges are real. Scaling production, securing investment, managing logistics and ensuring consistent quality remain complex. At the same time, it is clear that the Amazonian bioeconomy is entering a more mature phase. The inauguration of the Parque da Bioeconomia e Inovação da Amazônia by the state of Pará signals a shift from isolated initiatives toward more structured, long-term economic ecosystems.

Indigenous Knowledge as a Strategic Asset

COP-30 also stood out for the central role of Indigenous representatives. Rather than being confined to side events, Indigenous leaders participated in core discussions as speakers, experts and dialogue partners.

Their knowledge was presented not merely as cultural heritage, but as strategic expertise — offering practical insights into biodiversity management, water systems and resilience. For many European delegations, this provided a new perspective on how traditional knowledge can complement scientific and technological approaches in addressing climate challenges.

Culture, Tourism and Sustainable Development

Beyond policy and trade, COP-30 highlighted the power of responsible and regenerative tourism. When properly developed, tourism can generate income for small entrepreneurs, local communities and river populations (ribeirinhos), while valuing local culture and preserving the rainforest.

Belém was presented to an international audience that was environmentally aware, culturally curious and appreciative of creative gastronomy and music. The city did not conceal its challenges. Social inequality, infrastructure gaps and a historic city center in need of renovation were clearly visible.

Precisely this openness made a strong impression. Many visitors were deeply affected by the vitality of local culture, the richness of the music scene, the proximity of the rainforest, the creativity and resilience of river communities, the depth of local cuisine, and the warmth and hospitality of the people. For many, this was their first experience of the Amazon — and it sparked a genuine desire to return and explore the region further.

From Dialogue to Implementation: Opportunities for the Netherlands

Within this broader context, the EU–Mercosur agreement represents an important new chapter in the relationship between the Netherlands and Brazil. Once it enters into force, the agreement will deepen cooperation between the European Union and Mercosur countries. Although the process is still undergoing legal review within the EU, the topic is already highly relevant for Dutch companies.

Clear opportunities exist in sectors where the Netherlands has strong international expertise: agriculture and precision farming, water management, ports and logistics, circular economy solutions and agroforestry systems. The Amazon is not only an ecological region, but also an economic one, where sustainable production models and infrastructure development intersect.

At the same time, one message from Belém was unmistakable: anyone seeking to do business in Brazil must understand the local context. Successful cooperation requires presence on the ground, an appreciation of regional diversity, respect for local culture and, ideally, at least a basic command of the Portuguese language. Brazil is too large, too diverse and too relationship-driven to be understood from behind a desk.

Long-term partnerships are built on trust, personal relationships and local engagement. Companies willing to invest time in understanding the context — by visiting the country, engaging with local stakeholders and learning how things work in practice — significantly increase their chances of success.

COP-30 demonstrated that Brazil is not merely participating in global climate discussions, but actively shaping them. With the EU–Mercosur agreement, a growing bioeconomy and an openness to collaboration, the Netherlands has a clear opportunity to position itself as a strategic partner — not only as an exporter of technology, but as a co-developer of sustainable solutions that create value for people, planet and the economy.

As primeiras conversas entre a UE e o Mercosul – composto por Brasil, Argentina, Uruguai e Paraguai – começaram nos anos 90, quando a globalização ainda era vista como o futuro. As negociações formais começaram em 1999, com o objetivo de reduzir tarifas de importação e melhorar o acesso ao mercado. Mas repetidamente as discussões travaram, especialmente devido aos interesses agrícolas europeus e às exigências sul-americanas na área de produtos industriais.

Além disso, havia uma divisão mais profunda e difícil de transpor: a percepção. Políticos e ONGs da Europa Ocidental, em particular, eram frequentemente percebidos na América do Sul como condescendentes, o que perturbava ainda mais o entendimento mútuo.

Em 2019, parecia haver um avanço com um acordo de princípios, mas a conhecida lentidão burocrática da UE causou novamente uma estagnação. As mudanças políticas no Brasil e na Argentina tornaram a situação ainda mais complexa. Internamente, isso causou turbulência, mas a posição do Mercosul para o exterior permaneceu notavelmente constante. Ao mesmo tempo, o cenário político na Europa também mudou: o lobby agrícola ganhou mais influência, enquanto o lobby verde enfraqueceu. Curiosamente, ambos os campos, por razões diferentes, se opõem ao tratado.

Uma história compartilhada, mas nenhuma compreensão óbvia

Europa e América do Sul compartilham uma longa e profunda história. Mais de 500 anos de influência mútua, migração e comércio criaram pontos de contato culturais e religiosos. Nos países do Mercosul, há até mais católicos do que na UE, e os dois idiomas mais falados são o espanhol e o português. No entanto, esse histórico compartilhado não é garantia de entendimento mútuo.

Grande parte dessa incompreensão vem da diversidade dentro da própria Europa. Portugal tem, naturalmente, uma relação diferente com o Brasil do que a Finlândia, e a Grécia olha para o Uruguai com uma perspectiva diferente da Espanha. Isso torna difícil chegar a uma estratégia europeia unificada.

Linhas de batalha políticas e econômicas

No final, este acordo é sobre interesses econômicos, e ambos os lados estão fazendo forte lobby. Na UE, agricultores e ativistas ambientais lutam contra a indústria e o setor comercial. Na América do Sul, os governos defendem sua indústria e mercado contra a concorrência estrangeira. Enquanto isso, os EUA e a China aproveitam habilmente a divisão interna para fortalecer sua influência em ambas as regiões.

O caráter condescendente da atitude europeia, especialmente no norte e oeste da Europa, não facilita as coisas. Apesar de séculos de laços, ainda existe muita incompreensão mútua. E com pressão geopolítica, divisão interna e interesses econômicos difíceis, está claro: um acordo de livre comércio sustentável está longe de ser óbvio.

MERCOSUL

Brasil

O Brasil, com 211 milhões de habitantes, de longe o maior país do Mercosul, mantém todas as opções em aberto. Embora tanto o atual presidente Lula quanto o anterior, Bolsonaro, apoiem o acordo comercial com a UE, o país escolhe um curso pragmático. Em novembro de 2024, durante uma visita de Xi Jinping, Lula fecha nada menos que 37 acordos comerciais com a China. Da agricultura e comércio à energia e tecnologia – o Brasil mostra à Europa que os interesses econômicos vêm em primeiro lugar.

Lula já havia alertado a Europa em 2023: o Brasil não aceita "neocolonialismo verde". Em outras palavras: condições que limitam o comércio sob o pretexto da sustentabilidade não são bem-vindas. Enquanto isso, a China com 27% das exportações é de longe o maior parceiro comercial, enquanto a UE (15,4%) e os EUA (11,4%) seguem à distância. Em um mundo onde os blocos comerciais estão cada vez mais em oposição uns aos outros, o Brasil continua a manobrar habilmente entre as grandes potências.

Argentina

Para o país vizinho Argentina, a UE é o parceiro comercial mais importante depois do Brasil (12,9% das exportações), seguido pela China (9%) e pelos EUA (7,6%). Por anos, o país tem defendido um acordo com a UE, e isso continua sob o presidente Javier Milei. O economista libertário sacode bastante a economia após sua eleição em 2023. Sua terapia de choque funciona: a inflação cai, o déficit orçamentário desaparece e investimentos estrangeiros começam a fluir. Mas o preço é alto – pobreza e agitação social aumentam. Um acordo de livre comércio com a UE se encaixa perfeitamente no curso liberal de Milei e pode dar um impulso extra à economia. Mas ele também está disposto a considerar medidas drásticas, como deixar o Mercosul, para fechar acordos comerciais bilaterais favoráveis com outros países.

Paraguai e Uruguai

O presidente Santiago Peña do Paraguai vê o acordo Mercosul-UE como um avanço histórico. Em dezembro de 2024, ele diz: "Após 25 anos de negociações, finalmente há um acordo. Esta é uma oportunidade única para o Paraguai atrair investimentos e se posicionar mais fortemente no cenário mundial." No entanto, ele também permanece cauteloso. Alguns meses antes, em outubro, ele já havia alertado que a falta de unanimidade dentro da UE dificultava as negociações.

E então há o Uruguai. Este pequeno, mas assertivo membro do Mercosul quer se livrar da lenta tomada de decisão dentro do bloco. O presidente Luis Lacalle Pou está impaciente e acredita que os países deveriam poder fechar acordos comerciais individualmente. As negociações com a UE se arrastam por muito tempo para ele, e ele ameaça com seus próprios acordos, por exemplo, com a China. O Uruguai não quer ficar preso a bloqueios internos e defende a modernização do Mercosul: menos protecionismo, mais comércio, mais flexibilidade.

I mpaciência Sul-Americana

Os países do Mercosul não estão todos na mesma página. O Brasil quer um acordo com a UE, mas, como os outros, também está olhando para alternativas. A Argentina também é a favor de um acordo, mas tem pressa. O Paraguai vê o acordo como histórico, mas aponta para a divisão europeia. O Uruguai quer mais liberdade de movimento e decisões mais rápidas. Enquanto isso, as negociações se arrastam, dificultadas por interesses divergentes e pressão externa. Uma coisa é certa: o Mercosul está em uma encruzilhada, e as escolhas feitas nos próximos anos determinarão o futuro do comércio sul-americano.

UNIÃO EUROPEIA

Holanda

A Holanda é há séculos uma nação comercial e desempenha um papel fundamental como porta de entrada para a Europa. Com o porto de Roterdã sendo o maior da Europa e Schiphol o aeroporto mais importante dentro da UE, a Holanda é um verdadeiro centro de trânsito. Isso torna o país um importante parceiro comercial para o Mercosul. Para o Brasil, a Holanda é até o quarto destino de exportação, enquanto a Argentina e o Uruguai a colocam em sexto lugar.

No entanto, a Holanda, como muitas vezes, luta com o equilíbrio entre o comerciante e o pastor. O comerciante vê no acordo comercial UE-Mercosul uma oportunidade para aumentar os fluxos comerciais, enquanto o pastor fala de forma moralista à América do Sul sobre sustentabilidade e comércio justo. Esta tensão desempenha um grande papel na discussão política. Por um lado, há o influente lobby dos agricultores, que teme produtos agrícolas sul-americanos baratos. Por outro lado, há os poderosos movimentos ambientais, em grande parte financiados pelo governo, que defendem fortemente condições ecológicas no tratado.

Esse equilíbrio de forças ficou visível na política holandesa em 3 de dezembro de 2024, quando uma moção foi apresentada para votar contra o tratado no Conselho de Ministros da UE. Os iniciadores? Uma combinação notável de pequenos partidos de esquerda E de direita, que se encontraram em sua resistência ao acordo. A moção recebeu amplo apoio e foi aprovada, com a Holanda se juntando ao campo dos opositores.

França

Quem na Europa é tradicionalmente o mais forte oponente do acordo UE-Mercosul, não surpreenderá ninguém: a França. O lobby agrícola francês tem influência há décadas e a Política Agrícola Comum (PAC) é sagrada para a França. Em 2019, os agricultores franceses receberam nada menos que €6,3 bilhões em subsídios agrícolas da UE, e esses direitos adquiridos são fortemente defendidos.

Sob o presidente Emmanuel Macron, o governo francês endureceu ainda mais sua posição. Paris chama o acordo de "inaceitável" e afirma que coloca a Amazônia em perigo. Macron enfatiza que acordos comerciais não podem ser vistos separadamente da política ambiental e que países que não cumprem acordos climáticos internacionais não merecem vantagens comerciais. O presidente do Brasil, Lula, rebate isso com a acusação de "colonialismo verde" e afirma que o Brasil decide sobre sua própria política ambiental, sem interferência europeia.
Os apoiadores: Espanha, Portugal e Alemanha

Nem todos os países da Europa pensam como a França. Espanha e Portugal são defensores declarados do tratado. A Espanha vê uma oportunidade estratégica para fortalecer os laços econômicos com a América do Sul, especialmente para a exportação de azeite de oliva espanhol, vinho e outros produtos agrícolas. Portugal, que tem fortes laços históricos com o Brasil, considera o Mercosul seu terceiro maior parceiro comercial fora da UE e vê o acordo como uma forma de fortalecer a posição geopolítica da Europa na América Latina.

A Alemanha também é uma grande defensora, embora lá outro interesse esteja em jogo. Berlim olha principalmente para os benefícios econômicos para a indústria alemã. Ao mesmo tempo, há na política alemã – assim como na Holanda e na França – atenção para o impacto no meio ambiente e no próprio setor agrícola. Esse sentimento duplo também é visto em outros países da Europa Ocidental: oportunidades econômicas versus preocupações ecológicas e agrícolas.

Divisão europeia

No final, a UE está tão dividida sobre o tratado do Mercosul quanto os países dentro do próprio Mercosul. Alemanha e Espanha puxam a carroça, enquanto França, Áustria e Polônia pisam no freio. O cerne do debate? Oportunidades econômicas versus proteção do setor agrícola e condições ambientais.

O que está claro: o tratado é muito mais do que um simples acordo comercial. Ele toca em questões mais profundas sobre sustentabilidade, geopolítica e interesses nacionais. E assim como os países do Mercosul navegam entre as grandes potências, a UE navega entre o comerciante e o pastor.

Geopolítica BRICS, China e os EUA

BRICS

Nas últimas décadas, a ordem mundial passou por mudanças drásticas, com a dominância das potências ocidentais mudando. Um fator importante nessa transformação é o surgimento dos BRICS, uma cooperação de cinco grandes economias emergentes: Brasil, Rússia, Índia, China e África do Sul. Os BRICS são vistos como um contrapeso à influência ocidental tradicional, especialmente à dos Estados Unidos. Os países dentro dos BRICS representam juntos uma grande parte da população mundial e da produção econômica. Eles buscam uma ordem mundial multipolar, onde o poder não está mais exclusivamente com os países ocidentais, o que se expressa em iniciativas conjuntas nas áreas de comércio, finanças e diplomacia.

Um instrumento importante dos BRICS é o New Development Bank, liderado pela ex-presidente do Brasil Dilma Rousseff. Este NDB deve oferecer financiamento alternativo para projetos de infraestrutura e desenvolvimento e fornecer uma alternativa ao dólar americano. Se isso é realista, é questionável, mas o presidente americano Trump já ameaça logo após sua posse em janeiro de 2025 com tarifas de pelo menos 100% "se eles quiserem brincar com o dólar."

Os países BRICS compartilham o desejo de quebrar o poder mundial ocidental, mas os interesses mútuos diferem enormemente. Por exemplo, China e Índia têm conflitos territoriais, e a Índia é aliada militar dos EUA, Japão e Austrália. Portanto, é incerto se os BRICS realmente formarão um contrapeso duradouro ao mundo ocidental.

Dentro do Mercosul, o Brasil é o único país BRICS, mas é o maior jogador no bloco. A Argentina também havia se inscrito para se tornar membro dos BRICS, mas Milei rapidamente retirou essa solicitação. As considerações que o Brasil fará no futuro permanecem incertas, já que o país terá que se relacionar estrategicamente tanto com os BRICS quanto com a UE.

China

A China, a força motriz por trás dos BRIC, expandiu consideravelmente sua influência na América do Sul nos últimos anos. Com grandes investimentos em infraestrutura, está fortalecendo sua posição na região. Um exemplo marcante é a construção do porto de contêineres Chancay no Peru, um elo crucial na Rota da Seda Marítima (Belt and Road Initiative, BRI). Com isso, essa rota comercial agora também atinge a costa oeste da América Latina. Tais projetos abrem novas rotas comerciais e reduzem a dependência das conexões transatlânticas tradicionais, permitindo que a China fortaleça ainda mais seu controle sobre o comércio mundial.

Vários países do Mercosul olham com interesse para acordos de livre comércio com a China. O Uruguai já está aberto a negociações, enquanto o Brasil opta por não se juntar à Iniciativa Cinturão e Rota (BRI). Dentro do Mercosul, há discussão sobre as diferentes condições que a UE e a China impõem. A UE vincula o comércio a rigorosos requisitos ambientais, o que alguns veem como 'colonialismo verde' – uma interferência na soberania nacional e um freio ao crescimento econômico. A China, por outro lado, não impõe condições políticas, o que a torna um parceiro comercial mais atraente para alguns países.

Estados Unidos

Enquanto isso, o governo Trump se manteve amplamente afastado do acordo comercial entre a UE e o Mercosul. No entanto, a política protecionista de Trump, com sua preferência por acordos bilaterais e imposição de tarifas, ia contra o acordo de livre comércio entre a UE e o Mercosul. Essa política, combinada com uma abordagem diplomática às vezes imprevisível, levou tanto o Mercosul quanto a UE a reconsiderarem suas estratégias comerciais.

Ponto de virada

Onde os EUA foram uma vez o óbvio parceiro transatlântico da Europa, agora se mostram cada vez menos como um aliado confiável. Isso força a UE a assumir uma posição geopolítica independente. Nessa luz, um acordo comercial com o Mercosul de repente se torna muito mais atraente. O mesmo vale para o Mercosul: em um mundo que está se tornando cada vez mais imprevisível, a família é mais do que bem-vinda. Apesar das diferenças econômicas e políticas entre os estados membros, a UE e o Mercosul compartilham uma longa história, semelhanças culturais e compreensão mútua. Especialmente em tempos incertos, isso pesa mais do que as irritações mútuas.

O futuro do tratado

Neste momento, em fevereiro de 2025, ainda não há um tratado definitivo entre a União Europeia e o Mercosul. As negociações começaram em 1999, mas foram difíceis desde o início. Em 2004, foram até temporariamente suspensas. Em 2010, houve um reinício e em 6 de dezembro de 2024, Ursula von der Leyen, presidente da Comissão Europeia, e os presidentes dos países do Mercosul anunciaram que as negociações para o acordo de parceria UE-Mercosul haviam sido concluídas.

Mas com isso o acordo ainda não está fechado. Ainda há vários obstáculos no caminho: aprovação pela Comissão Europeia, pelo Conselho da UE (onde os governos dos estados membros se reúnem) e pelo Parlamento Europeu. Além disso, os parlamentos do Brasil, Argentina, Paraguai e Uruguai também devem ratificar o tratado.

Embora as assinaturas ainda não tenham sido colocadas, mudanças geopolíticas parecem estar acelerando as negociações. Os EUA minaram drasticamente sua posição de liderança ao fazer exigências cada vez mais descaradas a seus vizinhos e aliados – desde a reivindicação de matérias-primas e portos na Ucrânia até planos francamente imperialistas para incorporar a Groenlândia e o Canadá. Além disso, vieram tarifas comerciais unilaterais e uma diplomacia gangster com correspondente demonstração de poder. O governo americano força vizinhos, amigos e parceiros a aceitarem "ofertas que não podem recusar". Mesmo a amiga e aliada Europa vê o perigo e está rapidamente se distanciando.

Para o Mercosul, tudo isso pode parecer uma forma de justiça – a UE agora recebe o mesmo tratamento que a América Latina vem sofrendo desde o século 19. Mas essa experiência compartilhada também leva a uma realização mais ampla: a Europa e a América Latina (e o Canadá) estão no mesmo barco. A ordem mundial agora é dominada por três grandes blocos de poder expansionistas e oligárquicos, com vários países ao redor que gostariam de se juntar a essa dinâmica. Essa é, infelizmente, a nova realidade com a qual temos que lidar.

Para que o acordo UE-Mercosul tenha sucesso, ambos os blocos devem tomar algumas decisões estratégicas. Para a Europa, isso significa adotar uma atitude mais pragmática em relação aos requisitos ambientais, por exemplo, através de uma implementação em fases e mecanismos de compensação para os países sul-americanos. O Mercosul, por sua vez, terá que tomar medidas para fortalecer as normas comerciais e a transparência para reduzir a resistência europeia. Além disso, é necessária liderança diplomática para superar a divisão interna dentro de ambos os blocos – tanto na Europa, onde França e Alemanha estão diametralmente opostas, quanto dentro do Mercosul, onde Uruguai e Brasil querem seguir seu próprio curso.

Um acordo, portanto, não é óbvio, mas as alternativas são menos atraentes. Sem um tratado, o Mercosul permanece economicamente vulnerável e dependente da China e dos EUA, o que também é cada vez mais verdadeiro para a Europa. Em um mundo onde as alianças geopolíticas estão se tornando cada vez mais frágeis, a cooperação mais estreita não é um luxo, mas uma necessidade. O próximo ano determinará se a UE e o Mercosul se atrevem a avançar nisso – ou permanecem presos na antiga dinâmica de desconfiança e divisão. E isso último, não podemos mais nos dar ao luxo.

Op 6 december 2024 bereikten Mercosur en de EU een politiek akkoord over een historisch partnerschapsverdrag. Als het wordt geratificeerd, zou dit een van de grootste economische samenwerkingen ter wereld vormen, met een markt van maar liefst 780 miljoen mensen en enorme handelskansen.

Toch staat de deal onder druk. De wereld is in beweging, en zowel de VS als China hebben belang bij een verdeelde EU en Mercosur. Politieke en milieukwesties maken het akkoord bovendien omstreden, terwijl geopolitieke belangen het speelveld nog complexer maken. Kan dit verdrag de relatie tussen Europa en Zuid-Amerika fundamenteel veranderen? En welke krachten trekken aan de touwtjes? Dit artikel onderzoekt de strategische belangen, interne verdeeldheid en externe druk die de onderhandelingen vormgeven.

Een lange weg naar een akkoord

De eerste gesprekken tussen de EU en Mercosur – bestaande uit Brazilië, Argentinië, Uruguay en Paraguay – begonnen al in de jaren negentig, toen globalisering nog als de toekomst werd gezien. De formele onderhandelingen startten in 1999, met als doel importtarieven te verlagen en markttoegang te verbeteren. Maar keer op keer liepen de besprekingen vast, vooral vanwege Europese landbouwbelangen en Zuid-Amerikaanse eisen op het gebied van industrieproducten.
Daarnaast was er een diepere, moeilijker te overbruggen kloof: de perceptie. Met name West-Europese politici en ngo’s werden in Zuid-Amerika vaak als neerbuigend ervaren, wat de wederzijdse verstandhouding verder verstoorde.

In 2019 leek een doorbraak nabij met een principeakkoord, maar de bekende bureaucratische traagheid van de EU zorgde opnieuw voor stilstand. De politieke wisselingen in Brazilië en Argentinië maakten de situatie nog complexer. Intern zorgde dat voor turbulentie, maar de positie van Mercosur naar buiten toe bleef opvallend standvastig. Tegelijkertijd veranderde ook het politieke landschap in Europa: de agrarische lobby kreeg meer invloed, terwijl de groene lobby juist verzwakte. Opmerkelijk genoeg zijn beide kampen, om verschillende redenen, tegen het verdrag.

Een gedeelde geschiedenis, maar geen vanzelfsprekend begrip

Europa en Zuid-Amerika delen een lange en diepe geschiedenis. Ruim 500 jaar aan wederzijdse invloed, migratie en handel hebben culturele en religieuze raakvlakken gecreëerd. In de Mercosur-landen wonen zelfs meer katholieken dan in de EU, en de twee meest gesproken talen zijn Spaans en Portugees. Toch is deze gedeelde achtergrond geen garantie voor wederzijds begrip.

Een groot deel van dat onbegrip komt voort uit de diversiteit binnen Europa zelf. Portugal heeft vanzelfsprekend een andere relatie met Brazilië dan Finland, en Griekenland kijkt met een ander perspectief naar Uruguay dan Spanje. Dit maakt het lastig om tot een eensgezinde Europese strategie te komen.

Politieke en economische strijdlijnen

Uiteindelijk draait dit akkoord om economische belangen, en aan beide kanten wordt stevig gelobbyd. In de EU strijden boeren en milieuactivisten tegen de industrie en handelssector. In Zuid-Amerika verdedigen overheden hun industrie en markt tegen buitenlandse concurrentie. Ondertussen spelen de VS en China slim in op de interne verdeeldheid om hun invloed in beide regio’s te versterken.

Het neerbuigende karakter van de Europese houding, met name in Noord- en West-Europa, maakt het er niet makkelijker op. Ondanks eeuwenlange banden blijft er veel wederzijds onbegrip bestaan. En met geopolitieke druk, interne verdeeldheid en keiharde economische belangen is het duidelijk: een duurzame vrijhandelsovereenkomst is verre van vanzelfsprekend.

MERCOSUR

Brazilië

Brazilië met 211 miljoen inwoners veruit het grootste land van Mercosur, houdt alle opties open. Hoewel zowel de huidige president Lula als de vorige, Bolsonaro, het handelsakkoord met de EU steunen, kiest het land een pragmatische koers. In november 2024, tijdens een bezoek van Xi Jinping, sluit Lula maar liefst 37 handelsdeals met China. Van landbouw en handel tot energie en technologie – Brazilië laat Europa hiermee zien dat economische belangen voorop staan.

Lula waarschuwde Europa in 2023 al: Brazilië accepteert geen ‘groen neokolonialisme’. Met andere woorden: voorwaarden die de handel beperken onder het mom van duurzaamheid, zijn niet welkom. Ondertussen is China met 27% van de export veruit de grootste handelspartner, terwijl de EU (15,4%) en de VS (11,4%) op afstand volgen. In een wereld waarin handelsblokken steeds scherper tegenover elkaar staan, blijft Brazilië slim manoeuvreren tussen de grootmachten.

Argentinië

Voor buurland Argentinië is de EU na Brazilië de belangrijkste handelspartner (12,9% van de export), gevolgd door China (9%) en de VS (7,6%). Al jaren pleit het land voor een akkoord met de EU, en dat blijft zo onder president Javier Milei. De libertaire econoom schudt na zijn verkiezing in 2023 de economie flink op. Zijn schoktherapie werkt: de inflatie daalt, het begrotingstekort verdwijnt en buitenlandse investeringen beginnen te stromen. Maar de prijs is hoog – armoede en sociale onrust nemen toe. Een vrijhandelsakkoord met de EU past prima in Milei’s liberale koers en kan de economie een extra impuls geven. Maar hij is ook bereid drastische maatregelen te overwegen, zoals het verlaten van Mercosur, om gunstige bilaterale handelsakkoorden met andere landen te sluiten.

Paraguay en Uruguay

President Santiago Peña van Paraguay ziet het Mercosur-EU-akkoord als een historische doorbraak. In december 2024 zegt hij: "Na 25 jaar onderhandelen is er eindelijk een akkoord. Dit is een unieke kans voor Paraguay om investeringen aan te trekken en zich sterker te positioneren op het wereldtoneel." Toch blijft ook hij voorzichtig. Een paar maanden eerder, in oktober, waarschuwde hij al dat het gebrek aan eensgezindheid binnen de EU de onderhandelingen bemoeilijkte.

En dan is er nog Uruguay. Dit kleine maar assertieve Mercosur-lid wil af van de stroperige besluitvorming binnen het blok. President Luis Lacalle Pou is ongeduldig en vindt dat landen individueel handelsovereenkomsten moeten kunnen sluiten. De onderhandelingen met de EU slepen hem te lang voort, en hij dreigt met eigen akkoorden, bijvoorbeeld met China. Uruguay wil niet vastzitten aan interne blokkades en pleit voor modernisering van Mercosur: minder protectionisme, meer handel, meer flexibiliteit.

Zuid Amerikaans ongeduld

De Mercosur-landen zitten niet alle vier op één lijn. Brazilië wil graag een akkoord met de EU, maar kijkt net als de anderen ook naar alternatieven. Argentinië is ook voor een akkoord, maar heeft haast. Paraguay ziet het akkoord als historisch, maar wijst op Europese verdeeldheid. Uruguay wil meer bewegingsvrijheid en snellere beslissingen. Ondertussen slepen de onderhandelingen voort, bemoeilijkt door uiteenlopende belangen en de druk van buitenaf. Eén ding is zeker: Mercosur staat op een kruispunt, en de keuzes die de komende jaren worden gemaakt, zullen de toekomst van Zuid-Amerikaanse handel bepalen.

EUROPESE UNIE

Nederland

Nederland is al eeuwenlang een handelsnatie en speelt een sleutelrol als toegangspoort tot Europa. Met de haven van Rotterdam als grootste van Europa en Schiphol als belangrijkste luchthaven binnen de EU, is Nederland een echte doorvoer hub. Dat maakt het land een belangrijke handelspartner voor Mercosur. Voor Brazilië is Nederland zelfs de vierde exportbestemming, terwijl Argentinië en Uruguay het op plek zes zetten.
Toch worstelt Nederland, zoals zo vaak, met de balans tussen de koopman en de dominee. De koopman ziet in het EU-Mercosur-handelsverdrag een kans om handelsstromen te vergroten, terwijl de dominee Zuid-Amerika belerend toespreekt over duurzaamheid en eerlijke handel. Deze spanning speelt een grote rol in de politieke discussie. Enerzijds is er de invloedrijke boerenlobby, die vreest voor goedkope Zuid-Amerikaanse landbouwproducten. Anderzijds zijn er de machtige milieubewegingen, grotendeels door de overheid gefinancierd, die zich hard maken voor ecologische voorwaarden in het verdrag.

Dit krachtenveld werd op 3 december 2024 zichtbaar in de Nederlandse politiek, toen een motie werd ingediend om in de EU Ministerraad tegen het verdrag te stemmen. De initiatiefnemers? Een opvallende combinatie van kleine linkse én rechtse partijen, die elkaar vonden in hun weerstand tegen de deal. De motie werd breed gesteund en aangenomen, waarmee Nederland zich in het kamp van de tegenstanders schaarde.

Frankrijk

Wie in Europa traditioneel de sterkste tegenstander van het EU-Mercosur-akkoord is, zal niemand verbazen: Frankrijk. De Franse boerenlobby heeft al decennialang invloed en het Gemeenschappelijk Landbouwbeleid (GLB) is voor Frankrijk heilig. In 2019 ontvingen Franse boeren maar liefst €6,3 miljard aan EU-landbouwsubsidies, en die verworven rechten worden fel verdedigd.

Onder president Emmanuel Macron heeft de Franse regering haar positie verder aangescherpt. Parijs noemt het akkoord “onaanvaardbaar” en stelt dat het de Amazone in gevaar brengt. Macron benadrukt dat handelsakkoorden niet los kunnen worden gezien van milieubeleid en dat landen die internationale klimaatafspraken niet naleven, geen handelsvoordelen verdienen. Brazilië’s president Lula pareert dit met de beschuldiging van "groen kolonialisme" en stelt dat Brazilië zelf over zijn milieubeleid beslist, zonder Europese bemoeienis.

De voorstanders: Spanje, Portugal en Duitsland

Niet alle landen in Europa denken zoals Frankrijk. Spanje en Portugal zijn uitgesproken voorstanders van het verdrag. Spanje ziet een strategische kans om de economische banden met Zuid-Amerika te versterken, vooral voor de export van Spaanse olijfolie, wijn en andere landbouwproducten. Portugal, dat historisch sterke banden heeft met Brazilië, beschouwt Mercosur als zijn derde grootste handelspartner buiten de EU en ziet de deal als een manier om de geopolitieke positie van Europa in Latijns-Amerika te versterken.

Ook Duitsland is een groot voorstander, al speelt daar een ander belang. Berlijn kijkt vooral naar de economische voordelen voor de Duitse industrie. Tegelijkertijd is er binnen de Duitse politiek – net als in Nederland en Frankrijk – aandacht voor de impact op het milieu en de eigen landbouwsector. Dit dubbele gevoel zie je ook bij andere West-Europese landen: economische kansen versus ecologische en agrarische zorgen.

Europese verdeeldheid

Uiteindelijk is de EU net zo verdeeld over het Mercosur-verdrag als de landen binnen Mercosur zelf. Duitsland en Spanje trekken aan de kar, terwijl Frankrijk, Oostenrijk en Polen de rem erop zetten. De kern van het debat? Economische kansen versus de bescherming van de landbouwsector en milieuvoorwaarden.

Wat duidelijk is: het verdrag is veel meer dan een simpele handelsdeal. Het raakt aan diepere vragen over duurzaamheid, geopolitiek en nationale belangen. En net zoals Mercosur-landen laveren tussen grootmachten, laveert de EU tussen koopman en dominee.

Geopolitiek BRICS, China & de VS

BRICS

In de afgelopen decennia heeft de wereldorde ingrijpende veranderingen doorgemaakt, waarbij de dominantie van westerse machten is verschoven. Een belangrijke factor in deze transformatie is de opkomst van BRICS, een samenwerkingsverband van vijf grote opkomende economieën: Brazilië, Rusland, India, China en Zuid-Afrika. BRICS wordt gezien als een tegenwicht tegen de traditionele westerse invloed, met name die van de Verenigde Staten. De landen binnen BRICS vertegenwoordigen samen een groot deel van de wereldbevolking en economische productie. Ze streven naar een multipolaire wereldorde, waarin de macht niet meer exclusief bij de westerse landen ligt, wat zich uit in gezamenlijke initiatieven op het gebied van handel, financiën en diplomatie.

Een belangrijk instrument van BRICS is de New Development Bank, geleid door voormalig president van Brazilië Dilma Rousseff. Deze NDB moet alternatieve financiering bieden voor infrastructuur- en ontwikkelingsprojecten en een alternatief voor de Amerikaanse dollar gaan bieden. Of dit realistisch is, is de vraag, maar de Amerikaanse president Trump dreigt al kort na zijn inauguratie in januari 2025 met tarieven van minstens 100% "if they want to play games with the dollar."

De BRICS-landen delen de wens om de westerse wereldmacht te breken, maar de onderlinge belangen verschillen enorm. Zo hebben China en India territoriale conflicten, en India is militair bondgenoot van de VS, Japan en Australië. Het is dan ook onzeker of BRICS daadwerkelijk een blijvend tegenwicht zal vormen tegen de westerse wereld.

Binnen Mercosur is Brazilië het enige BRICS-land, maar het is wel de grootste speler in het blok. Argentinië had zich ook aangemeld voor een lidmaatschap van BRICS, maar Milei heeft die aanvraag snel ingetrokken. De afwegingen die Brazilië zal maken in de toekomst blijven onduidelijk, aangezien het land zich zowel strategisch naar de BRICS als naar de EU zal moeten verhouden.

China

China, de drijvende kracht achter BRIC, heeft de afgelopen jaren zijn invloed in Zuid-Amerika flink uitgebreid. Met grote investeringen in infrastructuur verstevigt het zijn positie in de regio. Een sprekend voorbeeld is de bouw van de containerhaven Chancay in Peru, een cruciale schakel in de maritieme Zijderoute (Belt and Road Initiative, BRI). Hiermee bereikt deze handelsroute nu ook de westkust van Latijns-Amerika. Zulke projecten openen nieuwe handelswegen en verminderen de afhankelijkheid van traditionele trans-Atlantische verbindingen, waardoor China zijn grip op de wereldhandel verder versterkt.

Verschillende Mercosur-landen kijken met interesse naar vrijhandelsovereenkomsten met China. Uruguay staat al open voor onderhandelingen, terwijl Brazilië ervoor kiest om zich niet aan te sluiten bij het Belt and Road Initiative (BRI). Binnen Mercosur is er discussie over de verschillende voorwaarden die de EU en China hanteren. De EU koppelt handel aan strikte milieueisen, wat door sommigen wordt gezien als ‘groen kolonialisme’—een inmenging in nationale soevereiniteit en een rem op economische groei. China daarentegen stelt geen politieke voorwaarden, wat het voor sommige landen een aantrekkelijker handelspartner maakt.

Verenigde Staten

Ondertussen hield de regering-Trump zich grotendeels afzijdig van het handelsverdrag tussen de EU en Mercosur. Toch stond het protectionistische beleid van Trump, met zijn voorkeur voor bilaterale deals en het opleggen van tarieven, haaks op de vrijhandelsovereenkomst tussen de EU en Mercosur. Dit beleid, gecombineerd met een soms onvoorspelbare diplomatieke aanpak, heeft ertoe geleid dat zowel Mercosur als de EU hun handelsstrategieën heroverwegen.

Kantelpunt

Waar de VS ooit de vanzelfsprekende trans-Atlantische partner van Europa was, laat het zich nu steeds minder als betrouwbare bondgenoot zien. Dit dwingt de EU om een zelfstandige geopolitieke positie in te nemen. In dat licht wordt een handelsakkoord met Mercosur ineens een stuk aantrekkelijker. Voor Mercosur geldt hetzelfde: in een wereld die steeds grilliger wordt, is familie meer dan welkom. Ondanks de economische en politieke verschillen tussen de lidstaten delen de EU en Mercosur een lange geschiedenis, culturele overeenkomsten en wederzijds begrip. Juist in onzekere tijden weegt dat zwaarder dan de onderlinge irritaties.

De toekomst van het verdrag

Op dit moment, in februari 2025, is er nog geen definitief verdrag tussen de Europese Unie en Mercosur. De onderhandelingen begonnen al in 1999, maar verliepen vanaf het begin stroef. In 2004 werden ze zelfs tijdelijk stilgelegd. In 2010 kwam er een herstart en op 6 december 2024 kondigden Ursula von der Leyen, voorzitter van de Europese Commissie, en de presidenten van de Mercosur-landen aan dat de onderhandelingen voor het EU-Mercosur-partnerschapsakkoord waren afgerond.

Maar daarmee is de deal nog niet rond. Er liggen nog meerdere horden op de weg: goedkeuring door de Europese Commissie, de Raad van de EU (waar de regeringen van de lidstaten samenkomen) en het Europees Parlement. Daarnaast moeten ook de parlementen van Brazilië, Argentinië, Paraguay en Uruguay het verdrag ratificeren.

Hoewel de handtekeningen nog niet zijn gezet, lijken geopolitieke verschuivingen de onderhandelingen in een stroomversnelling te brengen. De VS hebben hun leiderschapspositie drastisch ondermijnd door steeds schaamtelozer eisen aan hun buren en bondgenoten te stellen—van het opeisen van grondstoffen en havens in Oekraïne tot ronduit imperialistische plannen om Groenland en Canada in te lijven. Daarbovenop kwamen eenzijdige handelstarieven en een gangsterdiplomatie met bijbehorend machtsvertoon. De Amerikaanse regering dwingt buren, vrienden en partners om “aanbiedingen die ze niet kunnen weigeren” te accepteren. Zelfs vriend en bondgenoot Europa ziet de bui hangen en neemt in rap tempo afstand.

Voor Mercosur voelt dit alles misschien als een vorm van gerechtigheid—de EU krijgt nu eenzelfde behandeling als Latijns-Amerika al sinds de 19 ^e eeuw ondergaat. Maar die gedeelde ervaring leidt ook tot een bredere realisatie: Europa en Latijns-Amerika (én Canada) bevinden zich in hetzelfde schuitje. De wereldorde wordt nu gedomineerd door drie grote expansionistische, oligarchische machtsblokken, met daar omheen een aantal landen dat zich graag bij die dynamiek willen aansluiten. Dat is helaas de nieuwe realiteit waar we mee te maken hebben.

Wil de EU-Mercosur-overeenkomst slagen, dan moeten beide blokken enkele strategische knopen doorhakken. Voor Europa betekent dit dat het een meer pragmatische houding moet aannemen ten opzichte van milieueisen, bijvoorbeeld door een gefaseerde invoering en compensatiemechanismen voor Zuid-Amerikaanse landen. Mercosur zal op zijn beurt stappen moeten zetten in het versterken van handelsnormen en transparantie om Europese weerstand te verminderen. Daarnaast is diplomatiek leiderschap nodig om de interne verdeeldheid binnen beide blokken te overbruggen—zowel in Europa, waar Frankrijk en Duitsland lijnrecht tegenover elkaar staan, als binnen Mercosur, waar Uruguay en Brazilië een eigen koers willen varen.

Een akkoord is dus geen vanzelfsprekendheid, maar de alternatieven zijn minder aantrekkelijk. Zonder verdrag blijft Mercosur economisch kwetsbaar en afhankelijk van China en de VS, wat in toenemende mate ook voor Europa geldt. In een wereld waarin geopolitieke allianties steeds fragieler worden, is nauwere samenwerking geen luxe, maar een noodzaak. Het komende jaar zal bepalen of de EU en Mercosur daarin durven door te pakken—of blijven steken in de oude dynamiek van wantrouwen en verdeeldheid. En dat laatste kunnen we ons niet meer veroorloven.

For Ans, each painting is a quest:

"I usually have a rough idea of the direction I want to go when starting a piece, but I don’t create a pre-conceived plan for how everything will be placed on the canvas. I cannot and do not want to let go of the tension of my uncertainty while painting. This tension gives me energy."

Ans Bakker - van der Pluijm graduated from the Gerrit Rietveld Academy in 1985. She has exhibited both nationally and internationally, including at the JAN Museum, the Provincial Government Building of Noord-Holland, the Social Insurance Bank, and galleries in Chicago, Milan, and Zurich.

Tijdens de recente 5e Zakelijke Ontmoeting tussen Latijns-Amerika en het Caribisch gebied in Amsterdam, heeft Chambraz, de Kamer van Koophandel en Industrie van Brazilië in Nederland, zijn cruciale rol in het bevorderen van de handelsbetrekkingen tussen Brazilië en Nederland versterkt. Met de opvallende aanwezigheid van Luiz de Barros, voorzitter, en Joquebede Mesquita, eerste secretaris, heeft Chambraz de weg geëffend voor nieuwe zakelijke kansen en het belang van samenwerking en kennisdeling benadrukt.

De gedeelde kennis van deze sprekers bood diepgaande inzichten en bereidde het terrein voor een meer gedetailleerde verkenning van de handelskansen in deze opkomende markten.

De interactieve sessies van de bijeenkomst bleken momenten van leren en uitwisseling, waarbij sector experts en professionals waardevolle perspectieven deelden over de marktpotentie. Chambraz Neemt Deel Aan en Ondersteunt het Internationaal Onderzoeksproject 2024 van de Erasmus Universiteit Rotterdam

Focus op Zuid-Amerika: Peru, Chili en Brazilië.

Overzicht:

Chambraz kondigt met genoegen zijn actieve deelname en ondersteuning aan voor het Internationaal Onderzoeksproject (IRP) 2024, georganiseerd door de Erasmus Universiteit Rotterdam. Het International Research Project (IRP) biedt op maat gemaakt onderzoek aan bedrijven en organisaties die geïnteresseerd zijn in het verkrijgen van waardevolle inzichten voor hun bedrijf in een internationale markt. Al ruim twintig jaar voert het IRP onderzoeken uit over de hele wereld. Dit jaar zijn we actief in Zuid-Amerika, met een primaire focus op Peru, Chili en Brazilië.

Het IRP-team streeft ernaar realistische, verfrissende en waardevolle oplossingen te bieden voor uw bedrijf of organisatie op non-profit basis. Met een team van zeer gemotiveerde studenten kunnen wij uw internationale zakelijke uitdagingen of onderzoeksvragen aanpakken.

Project Introductie:

Vier zorgvuldig geselecteerde masterstudenten van de Erasmus Universiteit Rotterdam voeren een consultancy project uit voor uw bedrijf. Deze studenten worden geselecteerd op basis van hun individuele vaardigheden en bekwaamheid met het consultancy project. Om het best mogelijke resultaat te behalen, volgen studenten diverse trainingen gegeven door Accenture, Bain & Company en Kenneth Smit. Studenten worden begeleid door consultants van Roland Berger en Accenture.

Het project begint met een deskresearch-fase van twee maanden, mei en juni. Gedurende deze periode zullen vier studenten zich gedurende 10 uur per week concentreren op onderzoeksgebieden die door het bedrijf zijn gespecificeerd.

In juli reist het team af naar het specifieke land in Zuid-Amerika. Daar zullen ze twee weken lang fulltime veldonderzoek doen. Het team zal gebruik maken van hun theoretische vaardigheden en kennis die zijn opgedaan tijdens workshops en eerdere ervaringen, om alle benodigde informatie te verzamelen voor een succesvol strategisch advies.

Tijdslijn:

April: Bedrijfsbezoek I, formulering van onderzoeksvragen, diepgaand overleg met de begeleidende consultant.

Mei: Start bureauonderzoek, formulering van een actieplan voor veldonderzoek.

Juni: Bedrijfsbezoek II, overleg met de begeleidende consultant, actieplan gereed voor veldonderzoek, afronding van de bureauonderzoeksfase.

Juli: Twee weken fulltime veldonderzoek in Zuid-Amerika.

Augustus: Onderzoek afronden en resultaten presenteren aan het bedrijf.

Chambraz is pleased to announce its active participation and support for the 2024 International Research Project (IRP), organized by Erasmus University Rotterdam. The International Research Project (IRP) offers tailor-made research to companies and organizations interested in gaining valuable insights for their business in an international market. For over twenty years, the IRP has conducted consultancy projects worldwide. This year, our primary focus will be South America, specifically Peru, Chile, and Brazil.

The IRP team is dedicated to providing realistic, refreshing, and valuable solutions to your company or organization on a non-profit basis. With a team of highly motivated students, we can address your international business challenges or research questions.

Project Introduction:

Four master's students from Erasmus University Rotterdam, carefully selected, will conduct a consultancy project for your company. These students will be chosen based on their individual skills and proficiency in consultancy projects. To achieve the best possible results, students undergo training sessions provided by Accenture, Bain & Company, and Kenneth Smit. They will also receive guidance from consultants at Roland Berger and Accenture.

The project begins with a two-month desk research phase in May and June. During this period, four students will focus on research areas specified by the company for 10 hours per week.

In July, the team will travel to the specified country in South America. There, they will conduct full-time field research for two weeks. The team will utilize their theoretical skills and knowledge gained from workshops and previous experiences to gather all necessary information for successful strategic advice.

Timeline:

O Projeto de Pesquisa Internacional (IRP) oferece pesquisas personalizadas para empresas e organizações interessadas em obter insights valiosos para seus negócios em um mercado internacional. Há mais de vinte anos, o IRP realiza pesquisas em todo o mundo. Este ano, estamos ativos na América do Sul, com foco principal no Peru, Chile e Brasil.

A equipe do IRP busca fornecer soluções realistas, inovadoras e valiosas para sua empresa ou organização sem fins lucrativos. Com uma equipe de estudantes altamente motivados, podemos abordar seus desafios comerciais internacionais ou perguntas de pesquisa.

Introdução ao Projeto:

Quatro estudantes de mestrado cuidadosamente selecionados da Erasmus Universiteit Rotterdam realizarão um projeto de consultoria para sua empresa. The 19th Brazil Network Day brought to the Netherlands an important discussion: Energy Transition in the Context of Sustainable Port Development Projects. This event, organised by the Trade and Investment Bureau of the Embassy of Brazil in The Hague and its partners, gathered an impressive list of speakers and distinguished guests.

De 19e Netwerkdag van Brazilië bracht naar Nederland een belangrijke discussie: Energietransitie in de context van duurzame havenontwikkelingsprojecten. Dit evenement, georganiseerd door het Trade and Investment Bureau van de Ambassade van Brazilië in Den Haag en haar partners, verzamelde een indrukwekkende lijst van sprekers en vooraanstaande gasten.

We kunnen ook niet anders dan de heer Juliano Maia, minister-adviseur van de Braziliaanse ambassade in Den Haag, de heer Felipe Ferreira Marques, hoofd van de commerciële sector van de Braziliaanse ambassade in Den Haag en zijn hele team bedanken voor het organiseren van het evenement.

De Braziliaanse Kamer van Koophandel en Industrie in Nederland (Chambraz) werd vertegenwoordigd door haar voorzitter, Luiz de Barros, Joquebede Mesquita, 1e secretaris, en Susana Coelho, uitvoerend secretaris. Het was een eer om deel te nemen aan dit evenement en deel te nemen aan discussies over relevante en actuele onderwerpen met betrekking tot ecologische transitie. Chambraz is direct betrokken bij projecten in Nederland en Brazilië.

Groene energie uit Brazilië

In het Noordoosten van Brazilië ligt Fortaleza. Hoofdstad van de staat Ceará en met bijna 3 miljoen inwoners de vijfde stad van het land. Fortaleza is booming. Niet alleen door het toerisme (dat overigens vooral toeristen uit de megasteden Rio de Janeiro en São Paulo aantrekt), maar vooral door de enorme groei van de energiesector.

Aan de kust zijn grote gas- en olievelden gevonden, en op het land is een overvloed aan groene energie. Wind, zon en waterkracht zijn uitbundig aanwezig en lang niet alles kan direct worden gebruikt. Dat wordt omgezet in H ₂ , in waterstof. Net buiten Fortaleza begint een groot knooppunt voor groene energie vorm te krijgen. In dit knooppunt zijn verschillende bedrijven geconcentreerd die verbonden zijn met de productie van deze schone energiebron en het knooppunt heeft zich razendsnel ontwikkeld in een strategische toegangspoort tot de internationale markt. Klaar voor de export van schone energie en de productie van energie-intensieve producten.

Hart van dit Groene Waterstof Knooppunt is het Industrie- en Havencomplex Pecém. Groot aandeelhouder van Pecém is het Havenbedrijf Rotterdam, dat ook een grote rol speelt in de verdere ontwikkeling van het complex. Iets waar ze in Rotterdam natuurlijk erg veel ervaring mee hebben. Met Pecém is het Noordoosten rechtstreeks verbonden met de haven van Rotterdam, de grootste haven van Europa.

Volgens het masterplan van Pecém zal het gebied van 2 km² ongeveer één miljoen ton H ₂ per jaar kunnen produceren. Dit wordt echter niet allemaal geëxporteerd. Een deel wordt gebruikt om aan de vraag van grote bedrijven die in Pecém zijn gevestigd, zoals cement- en staalfabrieken, te voldoen. Ook in Brazilië wordt hard gewerkt aan de energietransitie.

Groene energie is dus erg belangrijk voor Ceará, vroeger een van de armere deelstaten van Brazilië. Op 20 en 21 september was er de vijfde Proenergia Summit, waar de nieuwste ontwikkelingen werden besproken en getoond. Niet alleen bestemd voor Brazilië, maar ook voor de rest van de wereld. Natuurlijk zijn er ook voor het Nederlandse en Europese bedrijfsleven grote kansen. Joquebede Mesquita Siqueira, directeur van Accompanied in Brazilië en bestuurder van Chambraz, de Kamer van Koophandel en Industrie van Brazilië in Nederland, was erbij. In the Northeast of Brazil lies Fortaleza, the capital of the state of Ceará, and with nearly 3 million inhabitants, the fifth-largest city in the country. Fortaleza is booming, not only due to tourism (which primarily attracts tourists from the mega-cities of Rio de Janeiro and São Paulo) but mainly because of the enormous growth of the energy sector.

Along the coast, significant gas and oil fields have been discovered, and on land, there is an abundance of green energy. Wind, sun, and hydropower are abundantly available, and not everything can be used directly. It is converted into H2, into hydrogen. Just outside Fortaleza, a major hub for green energy is taking shape. In this hub, several companies are concentrated, and connected to the production of this clean energy source. The hub has rapidly developed into a strategic gateway to the international market. Ready for the export of clean energy and the production of energy-intensive products.

The heart of this Green Hydrogen Hub is the Pecém Industrial and Port Complex. A major shareholder of Pecém is the Port of Rotterdam, which also plays a significant role in the further development of the complex. Something they have a lot of experience with in Rotterdam, of course. With Pecém, the Northeast is directly connected to the Port of Rotterdam, the largest port in Europe.

According to the master plan of Pecém, the 2 km² area will be able to produce approximately one million tons of H2 per year. However, not all of this is exported. Some are used to meet the demand of large companies located in Pecém, such as cement and steel mills. Brazil is also working hard on its energy transition.

Green energy is, therefore, crucial for Ceará, formerly one of the poorer states in Brazil. No Nordeste do Brasil está localizada Fortaleza, a capital do estado do Ceará, e com quase 3 milhões de habitantes, é a quinta maior cidade do país. Fortaleza está em pleno crescimento, não apenas devido ao turismo (que atrai principalmente turistas das megacidades do Rio de Janeiro e São Paulo), mas principalmente devido ao enorme crescimento do setor de energia.

Ao longo da costa, foram descobertos campos significativos de gás e petróleo, e em terra, existe uma abundância de energia verde. O vento, o sol e a energia hidrelétrica estão abundantemente disponíveis, e nem tudo pode ser usado diretamente. É convertido em H2, em hidrogênio. Logo fora de Fortaleza, está se formando um importante centro de energia verde. Nesse centro, várias empresas estão concentradas e conectadas à produção dessa fonte de energia limpa. Estão abertas até o dia 10 de agosto as inscrições para a chamada pública “Fundo Patrimonial Cultural 2023” da Embaixada do Reino dos Países Baixos. Com o objetivo de apoiar projetos no Brasil em prol da conservação, uso sustentável, administração e visibilidade do patrimônio cultural entre os Países Baixos e o Brasil, seja ele material ou imaterial, a Embaixada do Reino dos Países Baixos no Brasil convida instituições de ambos os países a apresentarem propostas.

Envie sua proposta até o dia 10 de agosto de 2023 Os projetos serão avaliados pela sua capacidade de fortalecer a identidade cultural e/ou o patrimônio cultural entre ambos os países, bem como gerar conhecimento sobre o impacto deste patrimônio. Também serão levados em conta os efeitos do projeto para a localidade onde ele será implementado, tais como, a interação com a comunidade, a disponibilidade de atividades culturais e o estímulo à ciência e à educação. Sobretudo, será avaliado a capacidade do projeto em garantir a conservação e o uso sustentável deste patrimônio no futuro.

1.O projeto deve contemplar um ou mais dos três tópicos abaixo: Interação com ao ambiente de convivência;

2. Impacto da presença neerlandesa no país (período colonial ou mais recente)

3. Herança (material ou imaterial) construída com base na influência neerlandesa

O projeto deverá levar em conta alguns dos seguintes fatores:

Fortalecer a identidade cultural e/ou o patrimônio cultural junto ao público brasileiro, contribuir para a conservação, uso sustentável, administração e visibilidade da herança cultural , e incluir um componente de treinamento, educação, capacitação ou troca de conhecimento;

Com o objetivo de fortalecer a cooperação, será dada preferência a projetos em que a instituição solicitante Brasileira trabalhe em conjunto com um parceiro neerlandês, com sede nos Países Baixos; Se a instituição executora for holandesa, ela deverá trabalhar em parceria com uma organização brasileira;

A duração do projeto proposto deve ser de não mais do que 12 meses, e deverá até 01 de dezembro de 2022;

A Embaixada do Reino dos Países Baixos poderá apoiar financeiramente um projeto até o valor máximo de R$ 60.000,00 (sessenta mil reais) ou € 12,000.00 (Doze mil euros) – este último para pagamentos efetuados na Europa apenas;

A Embaixada contribuirá com, no máximo, 60% dos custos totais do projeto, não sendo possível o apoio integral (100%) ao projeto proposto. A instituição solicitante deve ser de pessoa jurídica, de caráter não-comercial, com no mínimo, 3 anos de funcionamento, não ter pendências junto aos órgãos tributários e trabalhistas e não depender da contribuição financeira neerlandesa para seu funcionamento;

A análise dos projetos será feita exclusivamente pela Embaixada do Reino dos Países Baixos no Brasil.. As propostas podem ser enviadas a qualquer momento, até a data limite de 10 de agosto de 2023. Propostas enviadas após essa data serão automaticamente desclassificadas.

Applications are open until August 10th for the public call "Cultural Heritage Fund 2023" by the Embassy of the Kingdom of the Netherlands.

To support projects in Brazil that promote the preservation, sustainable use, management, and visibility of cultural heritage between the Netherlands and Brazil, both materially and immaterially, the Embassy of the Kingdom of the Netherlands in Brazil invites institutions from both countries to submit proposals.

Submit your proposal by August 10th, 2023.

Projects will be evaluated based on their ability to strengthen the cultural identity and/or cultural heritage between both countries, as well as generate knowledge about the impact of this heritage. The effects of the project on the location where it will be carried out will also be taken into consideration, such as interaction with the community, availability of cultural activities, and promotion of science and education. Above all, the project's ability to ensure the preservation and sustainable use of this heritage in the future will be assessed. The project must cover one or more of the following three subjects:

1. Interaction with the living environment

2. Impact of the Dutch presence in the country (colonial or more recent periods);

3. Heritage (material or immaterial) based on Dutch influence.

The project should consider some of the following factors: strengthening the cultural identity and/or cultural heritage among the Brazilian public, contributing to the preservation, sustainable use, management, and visibility of cultural heritage, and including training, education, capacity-building, or knowledge exchange component.

To enhance cooperation, projects in which the applying Brazilian institution collaborates with a Dutch partner based in the Netherlands are preferred. If the executing institution is Dutch, it must collaborate with a Brazilian organization.

The proposed project duration should not exceed 12 months and must conclude by December 1, 2022, at the latest.

The Embassy of the Kingdom of the Netherlands can provide financial support up to a maximum amount of R$ 60,000.00 (sixty thousand Brazilian reais) or € 12,000.00 (twelve thousand euros) - the latter amount is for payments in Europe only.

The Embassy contributes a maximum of 60% to the total project costs, with full (100%) financing of the proposed project not being possible.

The applying institution must be a legal entity without a profit motive, with a minimum of 3 years of activities, no outstanding tax or labour issues, and not dependent on Dutch financial contributions for its operation.

The analysis of the projects is exclusively conducted by the Embassy of the Kingdom of the Netherlands in Brazil. Proposals can be submitted at any time but no later than August 10, 2023. Proposals submitted after this date will be automatically disqualified.

The application form (below) must be submitted electronically to the email address of the Department of Policy, Public Diplomacy, and Culture: BRA-PPC@MINBUZA.NL, with the subject CE 2023 - the name of the institution.

Inschrijvingen voor de open oproep "Cultureel Erfgoedfonds 2023" van de Ambassade van het Koninkrijk der Nederlanden zijn geopend tot 10 augustus.

Met als doel het ondersteunen van projecten in Brazilië ter bevordering van het behoud, duurzaam gebruik, beheer en zichtbaarheid van cultureel erfgoed tussen Nederland en Brazilië, zowel materieel als immaterieel, nodigt de Ambassade van het Koninkrijk der Nederlanden in Brazilië instellingen uit beide landen uit om voorstellen in te dienen.

Stuur uw voorstel vóór 10 augustus 2023 in.

De projecten worden beoordeeld op hun vermogen om de culturele identiteit en/of het cultureel erfgoed tussen beide landen te versterken, evenals op het genereren van kennis over de impact van dit erfgoed. Ook zullen de effecten van het project op de plaats waar het zal worden uitgevoerd in overweging worden genomen, zoals de interactie met de gemeenschap, de beschikbaarheid van culturele activiteiten en de bevordering van wetenschap en onderwijs. Bovenal zal het vermogen van het project om het behoud en duurzaam gebruik van dit erfgoed in de toekomst te waarborgen, worden beoordeeld. Het project moet een of meer van de onderstaande drie onderwerpen omvatten:

1. Interactie met de leefomgeving;

2. Impact van Nederlandse aanwezigheid in het land (koloniale of recentere periode);

3. Erfgoed (materieel of immaterieel) gebaseerd op Nederlandse invloed.

Het project dient rekening te houden met enkele van de volgende factoren: versterking van de culturele identiteit en/of het cultureel erfgoed onder het Braziliaanse publiek, bijdragen aan het behoud, duurzaam gebruik, beheer en zichtbaarheid van het cultureel erfgoed, en het omvatten van een trainings-, educatie-, capaciteitsopbouw- of kennisuitwisselingscomponent.

Met als doel de samenwerking te versterken, krijgen projecten waarbij de aanvragende Braziliaanse instelling samenwerkt met een Nederlandse partner met vestiging in Nederland de voorkeur. Als de uitvoerende instelling Nederlands is, moet deze in samenwerking werken met een Braziliaanse organisatie.

De voorgestelde projectduur mag niet langer zijn dan 12 maanden en moet uiterlijk op 1 december 2022 eindigen.

De Ambassade van het Koninkrijk der Nederlanden kan financiële ondersteuning bieden tot een maximumbedrag van R$ 60.000,00 (zestigduizend Braziliaanse reais) of € 12.000,00 (twaalfduizend euro) - laatstgenoemde bedrag is alleen voor betalingen in Europa.

De Ambassade draagt maximaal 60% bij aan de totale projectkosten, waarbij volledige (100%) financiering van het voorgestelde project niet mogelijk is.

De aanvragende instelling moet een rechtspersoon zijn zonder winstoogmerk, met minimaal 3 jaar activiteiten, geen openstaande belasting- of arbeidskwesties hebben en niet afhankelijk zijn van Nederlandse financiële bijdragen voor haar functioneren.

De analyse van de projecten wordt uitsluitend uitgevoerd door de Ambassade van het Koninkrijk der Nederlanden in Brazilië. Voorstellen kunnen op elk moment worden ingediend, maar uiterlijk op 10 augustus 2023. Voorstellen die na deze datum worden ingediend, worden automatisch gediskwalificeerd.

Na busca por fortalecer laços comerciais e promover intercâmbio empresarial entre o Brasil e os Países Baixos, três empreendedores visionários, Luiz de Barros, Joquebede Mesquita e Adwin Van Dijke, uniram suas forças para fundar a Câmara de Comércio e Indústria do Brasil nos Países Baixos - Chambraz. Essa iniciativa inovadora nasceu com a missão de fortalecer as relações bilaterais e facilitar as atividades de empresas brasileiras nos Países Baixos e vice-versa.Os três empreendedores escolheram conscientemente organizar essa Câmara de Comércio e indústria como uma associação. Todos os membros da associação colaboram para realizar as oportunidades para empreendedores e investidores nos Países Baixos e no Brasil.

Luiz de Barros, um brasileiro com vasta experiência em comércio internacional, sempre acreditou no potencial da expansão de empresas brasileiras na Europa e, principalmente, nos Países Baixos. Consciente das oportunidades e desafios que as empresas e empreendedores enfrentam ao internacionalizar suas atividades, ele teve a ideia de criar uma instituição que servisse como catalisadora para o crescimento mútuo.

In de zoektocht naar het versterken van handelsbanden en het bevorderen van zakelijke uitwisseling tussen Brazilië en Nederland, bundelden drie visionaire ondernemers, Luiz de Barros, Joquebede Mesquita en Adwin Van Dijke, hun krachten om de Kamer van Koophandel en Industrie van Brazilië in Nederland - Chambraz op te richten. Deze baanbrekende initiatief werd geboren met als missie om bilaterale relaties te versterken en de activiteiten van Braziliaanse bedrijven in Nederland en vice versa te vergemakkelijken. De drie ondernemers hebben heel bewust gekozen om deze Kamer van Koophandel te organiseren als een vereniging. Alle leden in de vereniging werken samen aan het realiseren van de mogelijkheden voor ondernemers en investeerders in Nederland en in Brazilië.

Luiz de Barros, een Braziliaan met uitgebreide ervaring in internationale handel, heeft altijd geloofd in het potentieel van de uitbreiding van Braziliaanse bedrijven in Europa en met name in Nederland. Samen met Joquebede Mesquita, een Braziliaanse ondernemer die al bedrijven in zowel Nederland als Brazilië had, vond Luiz de ideale partner voor dit ambitieuze project.
